Calamity survivors of typhoons Ruby and Seniang marched towards Malacanang to submit a petition against the memorandum issued by Department of Social and Welfare Development (DSWD).

The government agency issued memo circular #24, which allegedly discriminates disaster victims as it is selective in the disbursement of emergency shelter assistance. Households having a monthly income of P15,000 are not entitled to assistance. Disaster victims outside the 50-kilometer radius stipulated in the memorandum are also excluded.

The petition is spearheaded by peasant group SAGUPA SINIRANGAN VISAYAS, PEOPLE SURGE, an organization of Yolanda survivors and KUSOG SANG PUMULUYO SA PANAY. The said petition has garnered 22,000 signatories.

Progressive groups Kilusang Mayo Uno and Anakpawis partylist  joined the march.
